An air craft can have Lateral center of gravity, Longitudinal center of gravity and even Vertical center of gravity. The most important if these being the Lateral cg, which has a critical role in stabilizing the pitch of the aircraft. Lateral cg is further partitioned into Forward and Aft cg. There are limits to the Fore and Aft cg positioning. If the Fore and Aft cg is out of range the aircraft may pitch uncontrollably up or down during take-off ,flight or landing. For example if the cg is too far forward , the plane is likely to tilt forward or crash The Lateral cg position is to be maintained in order to control and stabilize any unwanted roll movement during any stage of flight. The position of Lateral cg can shift if there is an uneven distribution of fuel in the tanks,or in case of an uneven seating arrangement of passengers in a small aircraft. The Vertical cg position is associated with the stability of the flight along the yaw axis. A shift in the vertical cg can result in yawing motion if not compensated for by the pilot during take-off, flight and landing. The center of gravity is a major factor in the stability of an aircraft in all the phases of flight ; take-off ,cruise / flight and landing. Strategies to Improve Water Scarcity Executive Summary This report is the summary of the definition, problems, limitation, consequences, government intervention to solve the issues and suggestion for improvements for the scarcity of water. The topic for my report is the scarcity of water in Malaysia. This report is about in the early March of 2014, there was a water crisis incident that had happened in Selangor and Negeri Sembilan, Malaysia. There are 6 subtopics that will be stress out in this report. The first subtopic is about the definition of scarcity and the number of usage of water for Malaysia compare with other country. The second subtopic is about the problem. In this subtopic, we are going to discuss about the problem that faced by the society such as lack of water for personal consumption; Malaysia suffer from malnutrition, dehydration when undergoes scarcity of water. Furthermore, the third subtopic is limitation. In this subtopic we are going to discuss about why scarcity happened in Malaysia. Moreover, we are going to disc uss about the consequences that will happened to the society. There will be good and bad consequences. This report will also reviews on how the government intervention to solve this issue. The methods are government can intervenes through planning, regulation, taxes, subsidies and partnership. In this case, the Malaysian government increases the budget to help to resolve the water shortage problem in Selangor; Malaysian government has also delay a project to save the water supply and Malaysian government has also cut down the water supply of the neighborhoods every couple of days. Lastly, as a conclusion of this report we had express our suggestion on how to improve the society to cut down the percentage of the scarcity of water. Definition In the early March of 2014, there was a water crisis incident that had happen in Selangor and Negeri Sembilan, Malaysia. Itsdeja vuall over again and this incident reminds us of the incident in Klang Valley on 1998. Furthermore, this incident happens because of the citizen in Malaysia need a lot of water supply every day until the level that the reservoir in Malaysia is not enough to fulfill all their needs. This is a very serious problem especially when we are dealing with the natural resources that produce by our mother earth. â€Å"According to studies, Malaysians use an average of 226 liters of water per person daily, which is way above our South-East Asia neighbors. Singaporeans use 154 liters (and intend to lower it to 147 liters by 2020) while the Thais manage with 90 liters.† (Meng, 2011). Due to this statistic there is no chance that the amount of water can fulfill all the wants of the citizen. Problems When this water crisis incident had happened, there are a lot of problems faced not only by the citizen but also by the government of Malaysia. Firstly, the problem faced by the Malaysian is there is not enough water supply for the citizen’s personal consumption and culinary purpose; this may cause the citizen in Malaysia suffer from malnutrition, dehydration or also dead. According to (Bins, 2012) â€Å"Some people can only survive for 8 to 10 days without water†. Moreover, the citizen can also experience disease problem due to not less water supply. This is because contaminated water carries a lot of virus and it can cause diarrheal diseases. Diarrheal disease alone can directly link to the deaths. â€Å"Contaminated water causes 80% of the health problems throughout the world.† (Globalwater, 2010). Poverty can also take place when water crisis happen. This is because, when the water supply is not enough to fulfill the citizens need, the whole society suffers. The children in Malaysia will lack of energy to go to school and study; professionals are also lack of energy for them to drive to work. Limitations Moreover, this water crisis incident happens because Malaysian citizen does not know how to appreciate the value of water supply. The price of water supply in Malaysia is very low and because of this, most of the people do not know how much water they are using until they receive their monthly bill and the water bill is just a small part of the bill. â€Å"Water is dirt cheap. So cheap that nobody pays any attention to saving it in the same way we would save electricity. In fact, the average Malaysian family’s water bill is only about 10% of its electricity bill,’’ (Dr. Chan, 2014). On the other hand, Malaysian government does not give any attention to the management of the water resources while we have plenty of rainfall to cover up for the lost that we might experience. The government did not plan for any alternative ways to survive from water crisis. â€Å"Our government does not have laws to safeguard water catchment areas and bar development projects in ec ologically sensitive areas.† (MalaysiaChronicle, 2014). Consequences When this water crisis incident had happened, there are good and bad consequences. Firstly, the good consequence is that Malaysian will be more aware of the usage of water supply. Malaysian will be more aware the limitation of water supply in Malaysia. Citizen in Selangor and Negeri Sembilan will start to save water by using campaign. Furthermore, citizen in Selangor and Negeri Sembilan will also know the importance of the water to the society. The citizen in Malaysia will realize that without water, health problem will occur. In addition, water crisis can cause the water pollution to decrease rapidly because people will start to appreciate water and they do not want to suffer from water shortage again. Moreover, the bad consequence is that water shortage can increase the percentage of people pass away. The shortage of water will cause health problems such as diarrheal diseases. This incident can also decrease the production of crops. The shortage of water can decrease the crops prod uction. Without water farmers wont be able to produce enough food to sell in the market and because of this the price of food will raise rapidly and the demand for this food will be very low. Government Intervention Malaysia is a country that uses mixed economic system. All economic decisions are made partly by the government and partly through the market. For example, government can intervenes through planning, regulation, taxes, subsidies and partnership. In this case, the Malaysian government increases the budget to help to resolve the water shortage problem in Selangor. â€Å"Prime Minister Datuk Seri Najib Razak announced on 2nd February an additional allocation of RM120 million to Syarikat Bekalan Air Selangor (Syabas) to help resolve the water problem in Selangor.† (wordpress.com, 2013). Furthermore, Malaysian government has also delay a project to save the water supply. According to (thenutgraph.com, 2014) â€Å"Energy, Green Technology and Water Minister Datuk SeriPeter Chin, saying Selangor is due for a water crisis by 2014 if the current state government under the Pakatan Rakyat continues to delay land approval for the Langat 2 treatment plant to be built.† This project has been delayed and will be restart again on 2016. Lastly, Malaysian government has also cut down the water supply of the neighborhoods every couple of days. According to (themalaymailonline.com, 2014) â€Å"The rationing will see millions of consumers in the state receive two days of water supply followed by two days of dry taps to enable water to be conserved in the dams over the next two months.† Suggestion My first suggestion for Malaysia to improve the economics is that Malaysia government should understand the issue in the society now days so that the government can meet the needs of the citizens. Secondly, the Malaysian government should not separate from its currently economy system because the benefits are better than the problems the country is facing now; instead Malaysian government should focus on how they can to restructure it in order to enhance the chances of success. The restructuring approach can involves defining areas that businesses will have to invest in and areas that government will have to invest in. The end product will be an economy where all customers’ needs are well meet and equality establishing for competition and business growth. The conclusion is that mixed economy is the right choice for the economic growth of Malaysia as it serves the right background for understanding what should be invested and defining how such investment will be undertaken, and also providing the necessary resources for such investment because it is both the government and the individuals that combines to finance the production process. Free Blacks compared to Slaves The next few paragraphs will compare blacks in the north to blacks in the south in the 1800’s. In either location blacks were thought of as incompetent and inferior. The next few paragraphs will explain each group’s lifestyle and manner of living. Up north all blacks were free. The population of blacks in the north was about 1% in 1860 after the American Revolution. The blacks up north had minimal rights. The blacks could not vote, because of stipulations or they were just told that they could not vote by laws of their area. The New York Convention created one stipulation that was created to exclude blacks from voting in 1821; the law stated that blacks could not vote if they did not own property. Most blacks were having a tough time getting jobs in the south. So if a black person could not generate income how were they supposed to buy a home? In the north the blacks only had menial jobs. Menial jobs were basically jobs that you needed no skill and received small pay. Jobs of skill were kept away from blacks. If blacks tried to get the skill jobs they were either turned away or beat up by workers. About 95% of blacks in the 1800’s were working menial jobs. The jobs that the blacks acquired were the jobs that whites would not take. Whites just thought of blacks as dumb and incapable people, they were only capable for menial jobs. Blacks in the north were separated from their white counterparts in everyway. Legislators were always creating laws to keep the races divided. Many states tried to impose laws that would segregate schools. The whites did not want black kids going to the same school because if blacks and whites mingled there could be inter marriage. Even the trains were segregated. Negroes had to sit on a certain part of the streetcars and whites on another. Blacks were not allowed to go to certain cities because people thought that they brought down the property value. Imagine people thought just the presence of blacks could bring down property value down. Blacks in the south were not free. Southern blacks were forced to work all day for no pay. As soon as the sunrise the slaves had to work until sunset. Blacks in the south had no choice to take a day off or not.

The plot summary of the old man of the sea The Old Man and The Sea is the story of an epic that makes a very great effort between an old, who has a lot of experience of a particular activity and he is the epitome of a modern human life, it was happened in a small fishing village near Havana, Cuba, The waters of the Gulf of Mexico, in the 1940,s in the twentieth century. The writers of modern age focused on man as well as psyche of man rather than society, so that Ernest Hemingway wants to write the old man and the sea ,which was the old(Santiago) suffered from alienation, that alone all the time, it was one of the features of modern age. (Miller, 2002: 3). In 1930,s and during the second world war Ernest Hemingway was lived in Cuba, and because he was loved hunting and fishing and in the age of childhood he fished and hunted with his father, so that he began to write the old man and the sea in the last years of his life and published in the 1952 as a single issue of human life in modern age. (Miller, 2005:5). Note; In that small village, the villagers must work, which work it is fishing to get money so as to sustain in life, so that each members in the village go to sea with his boat or skiff in the early morning for fishing, and Santiago, old Cuban fisherman was one of them, but alone. As (Ernest Hemingway said). He had a shack which was a small building made of woods, in it a bed, a table, one chair, a picture in colour of Sacred heart of Jesus and another of Virgin of Cobre of his wife on the shelf in the corner under his shirt. He had a small boat and gone eighty-four days without took a fish. The boy named Manolin, that the old man took him when he was five years old and the boy loved him too much and loyalty for him, when the boy saw him without taking a fish in the first forty days while he took three fish in the first week. It made the boy, unlucky to see the old man each day went and came, went and came with his skiff empty and without fish, then the boy came to help him such as coiled lines or the pole, harpoon, brought coffee, sometimes with some food from Martin or Perico, and newspapers that talked about baseball, then it would been the discussion between Santiago and Manolin, that Santiago had a huge  admired for the Great DiMaggio, he was great in baseball player, and whose father was fisherman. The boy left him because his parents forced him to do, and go to another boat. The parents of the boy with the villagers called Santiago salau or unlucky and laughed at him, but Santiago said toward Manolin I knew you did not leave me because you doubted, then the boy said no it was true because my father made me left, so I must obey him, finally the boy left him and Santiago goes to sleep, in his sleep he dreamt lions that played on the white beach of Africa, this was a sense when he was a very young man. The next morning before sunrise Santiago went to Manolin’s house to wake Manolin so as to carry Santiago’s gear to his boat and drinking cof fee, on the beach wished each other good luck. (Miller, 1988: 3-20). This time that started with the new day Santiago decided to go far out from others fisherman in the sea, he rowed steadily away from shore toward the deep waters of Gulf Stream. The first he heard the leaps of the flying fish then he saw flying fish pursued by dolphins a diving, circled seabird, he considered to be his friend, and he followed farther and farther out the seabird that was hunting for fish. One of the old man’s’ lines goes taut, and then the old man said out laud, would made a lovely piece of bait. Big fish pulled the boat every day farthest from shore until lost lights of his village. He can’t increase the tension on the line, because if it was too tauted it will be break and the fish will get away. It was a kind of struggle big fish (Marlin), and Santiago, that Marlin wants to get free and the old man wants to get his aim, goal, and desire that stands for life. Because he could not took big fish in to his boat and said a loud I wished I had the bo y, but nothing, then he said to himself you have to work better, it was a kind of encourage himself, and he was optimistic all the time although he was alone, and can’t catch a fish, so as to helped himself he said toward Marlin I loved you and I respect you but I will killed you dead before sunset, after that a small tired bird named (Warble) came from north toward the old man’s boat, perched on the taut fishing line that linked the old man to the big fish, the old man told the bird to stayed and rested here to live and to sustain like other any man or birds, he said you were tired and loneliness as me. He didn’t mentioned the Hawks that waited for little  bird, suddenly the Marlin surged, and the bird left him without any reaction, Santiago didn’t aware of the bird because his hand was bled, while marlin was quiet, the old man took the line with his back and ate the tuna that he caught day before, then turned to his imaginary mind to baseball, the gre at DiMaggio, and he wondered if DiMaggio would stayed with the marlin. The marlin woke and jumped out of water again and again and began to circle around the boat for hours and the line taken by Santiago’s hand that fought with the circling fish, after hat he pulled the fish on to it was side by the boat and plunged his harpoon in to it. (Miller; Asiaing.com, 10-37). Note; now he was happy, comfort and without any harm or pain because he got or completed his great aim, desire with the catching of big fish. Here the long strength struggle finished between The Old Man, and the Marlin with the fish lurched out of the water and dead, he pulled the boat toward the fish fastened the fish to the side of the boat. He thought how much money he could make from such a big fish, and he imagined that DiMaggio would be proud of him. The old man found himself wondered, luck, happy, and got his aim, goal, and he rowed toward his village with the great won in his life, but his happiness long less which an hour later amako shark arrived having smelled the marlin’s blood, the second fight and struggle began with sharks that wanted to eat the marlin’s flesh, he was able to killed a number of sharks with his knife and weapon, but he lost his knife and things in the process. He was failure after all and when he got back to the shore of his village there was nothing left but the head, the Skelton, and tail of the marlin. He beached his boat and went to his small building slept and dreamed the l ions and turtles. The next morning, Manolin came to the old man’s shack with brought a coffee and despite the old man’s bad luck he decided to go fishing with him again. The entire fisherman had gathered around the Santiago’s boat and measured the Skelton at eighteen feet. Hemingway employed a number of images that link Santiago to Christ, the model of transcendence, who turned loss in to gain, defeat in to triumph, and even death in to new life, and as a representative character for everyone in the society. (Miller, 2002:26-31). Major Characters in the old man and the sea: *Just we had two major characters, 1-Santiago, (The Old Man). 2-Manolin, (The Boy). -Santiago; The old man of the novella’s title. He was a Cuban fisherman, suffered terribly throughout The Old man and The Sea, he had went eighty-four days without caught a fish, and became laughingstock of his village, but he was able to patient. (Miller, 2002: 5). -Manolin; was present only in the beginning and in the end of The Old Man and the Sea, but his presence was important, because Manolin’s love and loyalty for Santiago highlighted the Santiago’s valued as a person and as a fisherman. Minor Characters in the old man and the sea: We had four minor characters in the old man and the sea. 1-Marlin, (Big fish). 2-Joe DiMaggio. 3-Martin. 4-Perico. *Marlin; It was a big fish, which was the greatest aim and goal of Santiago. Multicultural education relates to education and instruction designed for the cultures of several different races in an educational system. This approach to teaching and learning is based upon consensus building, respect, and fostering cultural pluralism within racial societies. Multicultural education acknowledges and incorporates positive racial idiosyncrasies into classroom atmospheres. Pros of Multicultural Education A significant demographic transformation is on the horizon for the United States of America. Bennett (1995) estimates that â€Å"by the year 2000, over 30 percent of our school age population will be children of color† (p. 18). Additionally, research has indicated that ethnic minority students are disproportionately poor, dropping out of school, being suspended or expelled, and achieving far below their potential relative to the ethnic majority (Bennett, 1995). Consequently, teachers must prepare themselves and their children for the ever changing challenge of interacting and communicating with diverse races. Reduction of fear, ignorance, and personal detachment are possible benefits to a Multicultural education. The following excerpts are taken from Paul Gorski (1995), a University of Virginia Doctoral student during a case study interview: The idea of political correctness with the black race astounds me. I found it extremely interesting that some blacks in our class prefer to be called African American. In all of my classes†¦ I have felt like I was stepping on egg shells as to not offend the blacks in my class. I am honestly glad it is not that big of an issue to my fellow classmates–it promotes a more comfortable, genuine environment for me to be totally honest and carefree. Initially, the student interviewed in the case study reflected an attitude that would probably not facilitate consensus building, respect for other cultures, or fostering of cultural pluralism within different racial communities and in the classroom. However, with integrated curriculum, social activities, administrative support, and staff training, fear, ignorance, and personal detachment may be notably reduced in both students and teachers. Benefits to multicultural education can help to eliminate the crux of stereotyping, prejudice, racism, and bigotry (Fear, Ignorance, dis-ownership). Case study analyzed: 1. fear: â€Å"I have felt like I was stepping on egg shells as to not offend blacks in my classes†¦ † 2. ignorance: â€Å"I found it extremely interesting that some blacks in our class prefer to be called African American. † 3. dis-ownership: â€Å"I am honestly glad it is not that big of an issue to my fellow classmates. † The writer agrees with Hilliard and Pine (1990), â€Å"if Americans are to embrace diversity, the conscious and unconscious expressions of racism (sexism) within our society must be identified and done away with† (p. ). Multicultural education is the potential catalyst to bring all races together in harmony. Cons of Multicultural Education According to some views, if one wants to alienate and further fragment the communication and rapport between ethnic groups, implement multicultural education. As stated by Bennett (1995), â€Å"to dwell on cultural differences is to foster negative prejudices and stereotypes, and that is human nature to view those who are different as inferior† (p. 29). Thus, multicultural education will enhance feelings of being atypical. Schools in America may see multicultural education as a way to â€Å"color blind† their students to differences. Administrators may view the â€Å"color blind† approach as a gate keeper that assures equal treatment and justice for all students and as a way to facilitate compatibility and sameness of all cultures. A common statement from this line of thinking is, ‘we are more alike than different’. We should focus on the similarities and not the differences to achieve greater equanimity among the races. Ethnicity is breaking up many nations. If one looks at the former Soviet Union, India, Yugoslavia, and Ethiopia, all countries are in some type of crisis. Closer to home, one observes the divisiveness of the Rodney King and O. J. Simpson trials in our country, we can see how focusing on race and multiculturalism may lead to a further divisiveness between the races in America. Over time, multicultural education may have unplanned for and undesired consequences. For example, multicultural education rejects the historic American goals of assimilation and integration of ethnic cultures into the majority culture. Hence, the perception may result that America is a country of distinct ethnic groups, as opposed to a more traditional view of the country that involves individuals making decisions for the good of the order (Schlesinger, 1991). Multicultural education may increase the resentment encountered by students who feel that changes in school traditions, curriculum, and academic standards are not necessary to get along and respect students from ethnic minorities. Since many institutions resist change of any kind, passive resistance on the part of the administration may simulate acceptance of the tenants of Multicultural education. Of course, excepting the tenants of multicultural education should be avoided with enthusiasm and optimism. What would real Multicultural Education look like? The writer submits that multicultural education must have, as its crux, the below defining characteristics to achieve its purposes for students, teachers, parents, and administrators of the school system: a) a learning environment that supports positive interracial contact; b) a multicultural curriculum; c) positive teacher expectations; d) administrative support; and, e) teacher training workshops (Bennett, 1995). If one of the features is absent, frustration and heightened resentment may occur as backlash behaviors multiply. The effects of a positive multicultural climate may manifest in a number of ways, such as: a) diminished pockets of segregation among student body; b) less racial tension in the schools; c) increased ethnic minority retention and classroom performance; and, d) inclusion of a multicultural curriculum. In short, the multicultural educational environment should not be a microcosm of our present American society, with regard to issues of diversity and tolerance. Many factors determine a successful multicultural atmosphere, but the features as outlined above may be important indications of success. Administrative support for multicultural education is critical. How can a house stand if the foundation is fragile. Multicultural education will be as successful as commitment to it by school administrators. Regardless of the level of commitment (local, state, and/or national), programs initiated under the guise of multiculturalism must receive reinforcement from administrators who are accountable for the success of established multicultural initiatives. A key factor in any proposed multicultural initiative is curriculum development. A multicultural curriculum should be considered for several reasons: a) provides alternative points of view relative to information already taught in most educational systems; b) provides ethnic minorities with a sense of being inclusive in history, science etc. and, c) decreases stereotypes, prejudice, bigotry, and racism in America and the world. A significant demographic transformation is on the horizon for American schools. Educational institutions have been dictated too long by attitudes, values, beliefs, and value systems of one race and class of people. The future of our universe is demanding a positive change for all (Hilliard & Pine, 1990).

The Canadian constitution allows only the federal government to set divorce law. The government of Canada has a divorce act, and because it is a federal law, it applies fully and equally in all parts of Canada and to all Canadian citizens. Divorces begin with an application to the court asking it to declare that there has been a breakdown of the marriage. This application must include paragraphs which refer to where and when the marriage took place, who the children were, who should have custody and why, if there is to be support for one of the spouses paid for by the other, and what is to become of the family property. Certified copies of the marriage certificate and any birth certificates are attached. The claim for support is known as "Corollary relief" and may be for the spouses and/or the children (claims for custody also fall under corollary relief claims). When corollary relief is requested, a financial statement which sets out your families monthly expenses in detail is required. The divorce act requires the court to verify weather there seems to be any chance of reconciliation between the parties. The court may even ask for a marriage councilor to attempt a reconciliation. The divorce act demands the sole grounds for divorce as breakdown of marriage, and provides for three basic ways of proving it:  You and your spouse have been separated for one year.  Your spouse has committed adultery.  Your spouse has treated you with intolerable mental or physical cruelty. The most common grounds for divorce is certainly a one year separation for it is the easiest to prove. His significant factor that he contributed was to implement the idea of Vision 2020 which motivated many Malaysians to turn a new leaf. Creating a good mindset for them and letting them know that they are capable of uniting and working together. Also, bringing up a positive slogan for the country called ‘Malaysia Boleh’ (mthago, 2010). Reflection From these two leaders, they both have similarities in their leadership skills. Both are confident in what they are doing and dominant in their own ways. They have good thoughts of bringing up new ideas and setting up goals and campaigns. The only difference in them is that one is a democratic and the other is an autocratic. In my opinion, President Barack Obama is a better leader because he reaches out to the public and has a friendly characteristic compared to Dr. Mahathir. He has made good decisions and helped his country recover from economical downfalls. Also, he has won the noble peace prize. From this, I would conclude that President Barrack Hussein Obama is a better leader and have more followers as well.

The theory Labelling theory presents that â€Å"deviance is a socially constructed process in which social control agencies designate certain people as deviants, and they, in turn, come to accept the label placed upon them and begin to act accordingly† (Kendall, 2007, pp. 188-189). There are several versions of the theory, of which the ideas of Howard Becker, seen to be a major proponent of the theory, will primarily be considered in the present paper. One famous statement by Becker upheld in this theory is, deviant as â€Å"one to whom the label has successfully been applied; deviant behavior is behavior that people so label† (as cited in Kendall, 2003, p. 189). Making labels Becker’s work in 1963, Outsiders: Studies in the Sociology of Deviance, is one of the most cited literature that focus es on labelling theory and deviance. According to him, only a few individuals have the power and qualifications to determine what is deviant or not, and they generally belong to the upper social classes (Franzese, 2009, p. 72). These individuals are called â€Å"moral entrepreneurs,† and are presented by Becker to be those who want to help the less fortunate, rather than being mean or evil (p. 72). The supposed intent of labelling was to take societal interests into consideration. However, because labeled individuals are inferior to those who have the capacity to label them in terms of power and status, the positive goal of labeling backfires to become what is usually seen to be negative and deviant to established norms. It is not emphasized how individuals can resist being labeled, but labeled individuals may be rehabilitated in the presence of interventions differing according to the deviant behavior. Consequences of labelling The labelling theory hypothesizes that deviance is not inherent, but rather a product of reaction to established societal norms, or results of societal perceptions. It presents a process where initially there is a pubic labelling which is informal at first but evolves to be formalized later; second, this label â€Å"overrides all the other symbols and statuses a person previously held,† and cause people to react very differently by rejecting or isolating the individual; and third, such label affects the individual’s self-perception and self-image, encouraging many to live according to that deviant label, or in other words accept that he or she is deviant and live according to it (Slattery, 2003, p. 135). Since peace was established in 1990, investors and the World Bank returned to Chad for developing its oil reserves. In order to justify the large investment, access to the world market was sought via a pipeline through Cameroon, which is also a relatively poor country that can benefit from the investment and transit revenues. The World Bank has been supporting natural resource extraction based development around the world and, in particular, in Africa as the primary driver for economic growth and poverty reduction in these countries. But, the Bank has also been heavily criticized for failing to achieve these goals as the revenues from resource development do not reach the majority of the society. Chad’s only significant natural resources are oil deposits. Being independent since 1960, Cameroon has developed a rather stable political system, based on ethnic oligopoly. Despite of vast natural resource base (including oil, natural gas and aluminum) the country is one of the poorest in the world, with GNI per capita of roughly $600 in 2002.
